The government of Canada has announced new immigration targets for the next three years. The Minister of Immigration, Refugees, and Citizenship Canada (IRCC), the Honourable Marc Miller announced the 2025-2027 Immigration Levels Plan on Thursday.
According to IRCC, “the plan will pause population growth in the short term to achieve well-managed, sustainable growth in the long term.” The plan includes a reduction in the number of new permanent residents and sets targets for temporary residents, specifically international students and foreign workers, for the first time ever in Canada.
“The 2025-2027 Immigration Levels Plan is expected to result in a marginal population decline of 0.2% in both 2025 and 2026, before returning to a population growth of 0.8% in 2027”, says the IRCC.
Canada is reducing its permanent resident target from 500,000 permanent residents to 395,000 in 2025. It will reduce from 500,000 permanent residents to 380,000 in 2026 and in 2027, Canada will receive 365,000 permanent residents.
“The Levels Plan also supports efforts to reduce temporary resident volumes to 5% of Canada’s population by the end of 2026”, reads the IRCC statement.
Additionally, Canada plans to reduce its temporary residents in the next three years as compared to 2024. In 2025, IRCC says there will be a temporary population decline by 445,901, by 445, 662 in 2026 and then an increase of 17,439 in 2027.
“Today’s announcement is the next step in our plan to address the evolving immigration needs of our country. While it’s clear our economy needs newcomers, we see the pressures facing our country, and we must adapt our policies accordingly”, said Minister Miller.
He added that the new plan will help everyone have access to quality jobs, homes and supports they need to thrive.
Other measures from the 2025-2027 Immigration Levels Plan includes Transitioning more temporary residents who are already in Canada as students and workers to permanent residents; focusing of long-term economic growth and key labour market sectors, such as health and trades; and strengthening Francophone communities outside Quebec and supporting their economic prosperity.
